General:

1. Wherever you can find trauma etiology, identify and reverse it.
2. Begin by reversing trauma etiology that influences the community's leadership; strengthen it.
3. Support the reversal of all psychological trauma etiology found within the community.

Specific ETM Steps for Ending Violent Crime:

1. Apply the ETM Strategic/ Standard Operations program to the respective community's management apparatus. It includes:
• Directly trauma affected (and routinely exposed) organizations and personnel
• Law enforcement
• Courts
• Police
• Probation officers
• Corrections and Parole
• Emergency medical (hospital trauma facilities)
• Chaplains/Pastors/Priest
• Crisis Counselors
• Schools
• Children Protective Services
• Other crisis oriented social services
• Media
• Second and Indirectly Affected
• All of the above
• Clinical counselors
• Supervisors
2. Once etiology reversal has been established (under #1 above), apply for the benefit of the community's victims:

• ETM Clinical protocols to reverse long-term trauma etiology
• Make the ETM etiology reversal applications to every trauma etiology presenting in every public and professional (private) forum

Recommendations:

1. Establish ETM at the management level (see #1 above) first.
2. That group will be strengthened to achieve the tasks described in #2.
3. If the tasks described in #1 are not completed first, then the management apparatus will subvert the etiology identification and reversal of both near- and long-term trauma.
4. Apply ETM ethically: reverse trauma etiology for humanitarian reasons first and strategic ones second.

Expect to:

1. End trauma's individual and systemic symptomatic effects on community management
• accurate accounting for the true and full costs of traumatic events
• proactive management - the ability to identify accurately and address effectively sources of trauma
• clearly identify and attain behavioral goals and objectives
• strengthen management control without decreasing civil liberty

• prevent violence that would originate with previous traumatic events
• identify and begin finding remedies for biologically-based causes of perpetrator heinous behavior
